I do. Prisoners apply for clemency or commutation, and no doubt there's a list a mile long. So how do Presidents decide who's worthy and who's not?

I'm all for people getting a second chance but I gotta say, I don't think someone who does something particularly heinous and has multiple incidents of it are good candidates for rehabilitation. "Oh he was a model prisoner!" What does that mean? They managed to not shank anyone in the shower?

Commuting isn't pardoning, so presumably since they are no longer to be executed they move to general population.
