The funny thing is, it's not exactly unlikely Biden would say this. He is gaffe-prone, and we all know that in DC a "gaffe" is "inadvertently telling the truth."

Since most D's have far more variable standards than most, it's not unlikely ol' hoof-in-mouth Joe would have said it.
