Well that is the reason why CHALLENGERS issue them, but incumbents don't - they're telling voters, I'm so serious about these things, it will just take 100 days - time me. When an incumbent says it, you scratch your head and wonder - then why haven't you done it already?

Oh, I can GUESS Joe's response - he doesn't have the House now and he's banking on getting it. Well neither chamber is going to be his in January, so that's already moot. But worse, when HE TOOK OFFICE, he did have both.

And he didn't do it then, either.
