The county can't raise taxes without approval of the state. Basically the county thrives on new development to grow it's budget.. I believe they have a revenue neutral budget, if the property values go up, the rate drops and the rate can only go up to the approved amount.
Not sure where you're getting your info but the County Commissioners do set the property tax rate and they set the county "piggy back" income tax.
