BMW/Mini ECU Programming Help

My neighbor is looking for someone that's got an ECU programmer for a BMW. He has a Mini Cooper and he tells me it uses the same programmer as a BMW.

He overhauled the engine. In the process of disconnecting and reconnecting the battery multiple times, it appears he scrambled scrambled the "cabin" ECU's little brain. He no longer has control of his exterior lights (and probably some other things), and is looking to have his "cabin" ECU reset.

Looks like a bunch of different ways when Googled.

Has he simply undone the Neg battery cable from the battery for 20 min and then let it reboot itself?
I did front brakes, rotors and wheel bearings on employees Cooper turbo a few years ago. Its packed under the hood better than a Ferd Fuk'us with ps,pb and ac.

He says he has, but that doesn't work anymore. His Google-Fu tells him that when it gets that bad, it needs reset via the programming tool.
