I think they have been shifting positions a/o restructuring for several years, but part of me wonders whether it's somewhat of a "warning" to those who make the decisions in government. I'm going to go out on a limb here and say that the title of the article did not reflect what was contained in the article or what is actually happening (could be wrong on that part)

Boeing said it could not project exactly how workers would lose their jobs because it would try to place people in its growing commercial business.

A company spokesman declined to say how many jobs had already been cut from the 2010 level.
