”Locklear told a news briefing that the Pacific Command’s Army component commander in Hawaii has been looking forward to the Nov. 12-14 exercises “for some time”, as the Army will host the People’s Liberation Army soldiers of China to train together in a field environment, simulating humanitarian assistance and disaster relief to a fictional third country.

Ha, that was the plan until they found out the last low bid GI contract for rain ponchos found them full of leaks.(made in China?). The administration was confused because they tested them before the purchase and now realize they only leak when it is raining out so they say it wasn't a total loss. To save money they are working on a way to utilize excess left over condoms from the public school hand out program. They conclude the condoms would make excellent repair patches.
