Not sure where this photo came from, but wouldn't be surprised if it were Russia (as it reminds me of all those many flights on Aeroflot (and other post-Soviet "airlines") to various and sundry places in the former Soviet Union (FSU)).
I remember on one flight in a TU-154 the seat backs not only flipped completely back and forward (or came off like in this photo), the seats themselves were not bolted to the floor! People were moving them around the cabin to make the "living arrangement" more comfy!
On another flight to the Caucasus the passengers boarded with their goats and poultry. And stood in the aisle during the entire flight shepherding their flocks!
Amazing that we didn't die!
Would have said it was amazing the USG made us fly on such aircraft via such airlines, but truth be told they were the only options to get to the places we had to get to.
