Local labor union leaders marched through downtown on Wednesday, calling on San Diego's elected leaders to pass an ordinance mandating a $25 minimum wage for service workers in the city.

Found the problem.

I don't remember how much an ILSMT costs off the top of my head, but it brings in revenue to where ever it was held. I can see Government Program managers saying "it's too expensive to hold conferences in California; find another venue." Like, say, Texas.
