...a term for many of the folks I see while driving or working at the store.
They are not lack wits, they are slack wits.

Example: I stopped after a light turned yellow today. The driver behind me almost rear ended me before they stopped, without contact.
Once the light turned green, the slack wit took almost 1/2 a minute to realize I'd started driving ahead again.

Maryland vehicle law :
§22-401.

(a) Every motor vehicle when operated on a highway shall be equipped with a horn in good working order and capable of emitting sound audible under normal conditions from a distance of not less than 200 feet, but no horn or other warning device may emit an unreasonably loud or harsh sound or a whistle.

For your consideration ...

Something eyes have been doing for nearly a hundred years.
Yes, but people haven't been multi-tasking (meaning texting) in their vehicles for hundreds of years. I imagine in the Subaru having the EyeSight (cameras) function it was just as easy to put a chip in it for the alert,
