I filed a claim back in the 70s when I wasn't given an opportunity for a job because of a screw-up by a manager. Raised a chitstorm, but I was compensated plus I got a transfer out the god-forsaken building I was in to another computer center. Wasn't much fun, but I didn't care at the time.

only if he is a racist and does not want to admit that because of his treatment of the minorities that they deserve more of an opportunity to succeed than he does.

Actually has nothing to do with minorities, and everything to do with unfair interviewing processes.

The actual interview or the process for getting an interview? If it's the process for getting an interview (where it is impossible to apply for a job), then I'm not sure if it falls under the EEO jurisdiction. I've thought about filing a grievance with the union myself because I was not considered for a job I am qualified for. And as I mentioned before, there is no way to apply for an opening. Of course, I wasn't really interested in the job and I'd have to see if my resume got pulled. It's possible that my resume got pulled, but I was not selected to interview.

What would place it under the jurisdiction of EEO? It might be something that would fall under the MSPB if it was a procedural unfairness.
