Been seeing these quite a lot in the area recently. Standard MD plates with Forever tags. I know DV plates have them but, how does one get a Forever tag with a standard MD plate?? And... if they are "Forever" tags, why is there a Month sticker on some of them??

You can drive it only in that month of ANY year.

Nah! I have seen quite a few with and without the month stickers. Also seen them with different months of the year.
I know at one time, MD had a "lifetime" registration which allowed the owner to purchase a one-time (very pricey) tag but, that ended several years ago.
So... what are these and what is the basis for qualification?

Found the answer:

  • The Sticker: The permanent black sticker and non-expiring registration card are issued for the vehicle registration, not strictly dependent on having "DV" on your license plate.

So it appears that anyone having a Black permanent sticker is indeed a 100% disabled vet.
