She did tell a few people and was advised to get checked for rabies. She called the local hospital and asked to speak to the doctor on call. When they wouldn't tell her who it was, she gave up.

Reykdal called a friend who is a nurse, who urged her to immediately go for the rabies vaccine. She was told there was some in Eriksdale, Man. She and her husband — who've just struggled through a hellish summer on their flooded farm — drove more than an hour away through flood-zone detours.

The hospital staff took her information and said they had to get approval from Winnipeg before she could be treated. She said they waited three hours, gave up at 11:30 p.m. and went home.
Apparently, when in Canada, you need to plan your emergencies ahead of time so the system will be ready for you.

you have to base the cost of treatment VS the amount of tax expected from the treated over the remainder of their life. If the amount of tax does not exceed the actual cost of treatment by an estimated 30%, the government will deny medical treatment. However, if that person is 40 years of age or older, cost will be covered for the EOL consultation.

But don't you see, there have been no rabies deaths in Manitoba yet. They need one or two deaths from rabies for the central gubment to admit there's a rabies problem in Manitoba so they can give out the secret phone number to call when bitten. This is CYA bureaucracy at its finest.

Wrong, potential income is not factored in, it's based on preferential treatment plans. The disadvantaged and disenfranchised get extra points and bumped forward in the queue. In fact, for the system to work properly (sick) EVERYONE is in the same plan (except politicians, political leaders have a serperate but equal plan). Seriously, you cant regulate an industry unless you have full control. If you allow the wealthy to buy their way around the system they would attract all the services and the rest of us would be fighting over the morsels left behind.
