So I guess one is going out to every kennel in the US!? I understand chaining is not humane but penning is better than letting the dog run free if it is prone to escape. Provided it is not penned 24/7.
The 24/7 is 'implied'.
Which is part of the problem. There is a HUGE difference between putting the dog out on a chain or cable to poo/pee/play for a few minutes, pen as well, and simply leaving them all the time... but people don't make the distinction when it counts.
Heck a good cable or tie out can be better than a fence for some dogs... help keep 'em safe.

It seems that most people don't bother to find out the regulations for dogs when they move to a new area. In St.Marys Co. an owner is required to have their dogs leashed,chained,of confined to a fencd area. They may not let them run free. With the area traffic as it is ,anyone letting their dog run free doesn't care about the animal. And when it comes to agressive animals that are running free,it is NOT against the law to destroy them.
if someone is going to keep their dog chained to a tree 24/7...why do they have a dog? I drive by a house every single day and see a dog chained and feel so badly for it. I wish I knew their address. I would ask this advocacy group to send them the letter....
I’ve seriously thought about getting the dog. They had another dog and it finally grew old and died. I was relieved. Then 2 weeks later they had a puppy chained to the same tree. Its now about 8 months old…and has a life time of being miserable…in the cold/rain/snow and the heat.
Nobody would blame you for doing something about it... but before you do anything drastic, I'd call A/C, you don't want the shriff showing up at your door if you take it...
A/C wouldn't be able to do anything...the family isn't breaking the law. The animal has a crate, and a bowl, and shade....(from the tree that he is chained to) legally they aren't doing anything wrong. I just feel sorry for the animal. No human contact and not able to play....its just sad.
If people would listen it would be great. Problem is, they don't listen. :shrug:
I admire the effort but fear it is futile. It's no different than trying to get pet owners to be responsible and train their dogs and keep them under control.
