Charles County Fair

Has anyone entered photos into the Charles county fair before? The rules said everything framed has to be wired to hanged, but it doesn't specifically say that photos have to be framed. St. Mary's bans frames and only allows mattes. I don't want to buy extra material. Would a matte suffice at Charles county fair? How does one go about making a matte so it can be hanged?

The rules said everything framed has to be wired to hanged, but it doesn't specifically say that photos have to be framed.

The "Department R" (Fine Arts) section lists the rules as:

1. Any painting, drawing, photograph, etc., that is not suitably wired for hanging will not be displayed, or judged.

2. Entries are limited to original creative works which have been completed and framed since the last Charles County Fair.​
