Interim Organizational Changes Announced in County Government​
[/font]LA PLATA, MD (Wednesday, February 21, 2007) – The Charles County Commissioners today announced several interim organizational changes to further improve the operation and efficiency of County Government operations.



The changes will:

• update the organizational chart to show the current appointed positions that serve at the pleasure of the County Commissioners, as well as the supervisory structure. When theDeputy County Administrator (DCA) position becomes vacant on February 23, 2007, the organizations under the supervision of the DCA, the Departments of Emergency Services and Information Technology and the Human Services Partnership, will be under the aegis of the County Administrator on an interim basis.

• modernize and relocate the Purchasing Office from the Department of Fiscal Services to a new Office of Procurement under the auspices of the County Administrator to improve the in-house system of checks and balances, by separating the purchasing function from budgeting and accounting.

• reorganize the County Commissioners’ Office in order to: provide adequate staff during normal business hours, meet the Commissioners’ goals and objectives, and improve communication and the overall operation of the Office. The reorganization will result in a change in job descriptions, rearrangement of the location of staff and equipment, and the reduction of two staff positions. The affected staff will be transferred to other positions in County Government.

• evaluate the feasibility of consolidating County and Board of Education (BOE) training programs, as well as County, BOE and Sheriff’s Office Information Technology (IT) operations. One work group will be appointed to transition County training programs to the BOE. Another work group and/or consultant will be appointed to evaluate how to combine the three IT operations in order to improve efficiency and consistency and compatibility of hardware and software.

“These interim changes will help us reduce costs, streamline operations, avoid duplication of effort, and achieve our goal to improve the effectiveness and efficiency of County Government and provide better, cost-effective service to our citizens,” said the County Commissioners.

What they (Charles County Gov't.) want to do is consolidate the technology departments for the board of education, Sheriff's office and their tech into one.

I think this would be a great idea, as the current decision makers in the Board of Education are sending the whole orginazation down the tubes and wasting money in doing so. :yay:

However, those decision makers are also heavily against this. First thing this would do is cut jobs - which I do not mind. Translation: Those who are there because of who they're related to are out the door. Second thing it would do is force the BOE to use more modern systems (newer DELLs rather than NCS). Third thing it would do is force Novell out with servers. Since Novell is Linux operated, they're trying their hardest to force Linux, and have once more delayed the use of Windows Vista with Novell.

Personally, I am all for this, but it won't happen. It's just a couple of politicians :blahblah: and not walking the walk.

What they need to do is stick a huge fence up at the light in White Plains.....don't let them down here!!!!!! I don't care about the politics...they are all liars...but do feel the same way I do!!!!!! and NO MORE BUILDING!!!!!

Charles County is out of control these days...

I'm not sure why they would want to join all three entities. Is Novell and Linux a bad thing?

Switching to using Linux Desktop over Windows XP would be, and they're heading for that. :shrug:

Ewwwy. That's not good for the user end. Suse Linux is pretty good though for servers though.

Very doubtful Novell would force Linux over a Windows platform, that would be slitting their own throat. They of course would push it because they could provide the support on it also. Linux desktop isn't bad, the biggest issue would be the specialized applications each entity currently uses. It's doubtful there is a Linux version of them. Vista is a whole issue unto itself, Microsoft seems to have been a little more secretive with this OS which left alot of vendors scrambling to try and come up with support options for it. As far as the technical staff goes, the one at BOE is a joke now. I can only imagine it would get worse with a consolidation like that.
