According to the Office of the State Prosecutor, Councilmember Stewart Cumbo, a former Maryland State Police trooper who has served on the town council since 2000, made about 275 recordings without telling the people he was speaking to that they were being recorded.

This is how the law was really intended to be used. Recall when the state tried to use this against a citizen who was video recording a trooper in public in the normal performance of his duties. The SMC Sheriff also tried to use it for the same reason, but the judge rightfully threw it out.

Ha, the only blemish on his record, probably because he's had the connections to get them expunged.
They should have prosecuted, even if he got probation and a fine, that record of being found guilty would have left a mark,
IMHO he was a law enforcement officer, he should be fully aware of the law. If he broke this law, what other shortcuts has he taken?

And you can be sure he isn't the only former trooper/deputy/police that is doing, or has done, this. With all the, "surveillance", tools at their disposal nowadays during employment, you can bet they will still use them for their own personal use and gain.
