China's law enforcers are having an unusually public debate about whether paid sexual services known as 'happy endings' at massage parlors count as crimes if they don't involve actual sexual intercourse.

While prostitution is illegal in China, its boundaries are being discussed with rare candor by courts, police and state media - even the usually stodgy flagship newspaper of the Communist Party.

'Various places have different standards for whether masturbation services are a crime; judicial interpretation urgently needed,' read a headline of the People's Daily newspaper, which usually spends its time lecturing party members about discipline or obscure ideological issues.

A full body massage must include the happy ending or it isn't legit. At the end it's all about the release which leaves the recipient 100% relaxed and satisfied. A true Chinese massage has nothing to do with sex for those who haven't been lucky enough to spend some time in this part of the world. This is a legitimate debate because many of the Chinese Massage parlors include sex as a happy ending option. Skipping the massage and going for the happy ending negates the whole purpose of the massage and ruins the experience.
