Saw a Cold Stone cup in the parking lot of the Shopper's yesterday. Does that mean they're open by Harris Teeter?

I saw this post on FB on the 18th saying it and its sister store Rocky Mountain Chocolate Factory would be open in the next few weeks. Maybe they're doing a soft opening.
