In "Deficit of Decency" Zell Miller talked about learning that the first priority for every member of congress is to work on the next election -their own re-election and their party's presidential candidate. Then after serving the Party's agenda, the loudest or richest lobby gets the most attention.

The "Of the People, by the People, for the People" thing is becoming a forgotten anachronism.
