OK, what is worse here- the dumb cop who wanted to feel powerful for dumping a QUAD out of his wheelchair (on video), or the fact that the dude was getting booked for "fleeing and attempting to elude a law enforcement officer"? Unless he was in a car, could he really have gotten far?
