Daniel 9:7 “Lord, you are righteous, but this day we are covered with shame—the people of Judah and the inhabitants of Jerusalem and all Israel, both near and far, in all the countries where you have scattered us because of our unfaithfulness to you. 8 We and our kings, our princes and our ancestors are covered with shame, Lord, because we have sinned against you. 9 The Lord our God is merciful and forgiving, even though we have rebelled against him; 10 we have not obeyed the Lord our God or kept the laws he gave us through his servants the prophets. 11 All Israel has transgressed your law and turned away, refusing to obey you.

In the plain English commentary, it says that Daniel told God that Daniel was sorry for what the people were doing.

Then Daniel said sorry to God. He was sorry that he had done wrong things. He also said sorry for his people, because they had not obeyed God. He knew that God had punished the Jews. God had sent prophets to warn them. They did not listen to the prophets. They did not obey the laws that God had given to them. God had allowed Nebuchadnezzar to take the people away from Jerusalem. He had said that he would punish them. Then God did what he promised to do. God always does what is right. He always does what he promises. Now the people were in Babylon because they did not obey God. Even the kings and rulers of the people were not loyal to God.

Daniel also knew that God would forgive the people. He knew that God loved them.
