There is a huge need. Infant spots are full all across the county. No sure what the regulations are in VA, but you are only allowed 2 infants here.
Virginia doesn't govern family child care at all unless there are more than 5 children, besides the providers own. After that, I'm not sure what the rule is.

No. The number based on the fact that a provider by herself only has 2 arms to carry the babies out of the house if there is a fire. Originally, the child care licensing rule was 2 under 18 months, but the fire code overrode that and licensing changed their rules to match. Every now and then there is a movement to change the rule back to 2 under 18 mo, but it gets voted down over and over again.
The overall capacity of a child care home is 8 total children although some jurisdictions such as Charles County have zoning laws in place limiting that to 6. A provider's own children under age 6 count towards that number, although with the change to all day kindergarten, they may consider changing that to under age 5. Again, this has nothing to do with space, but with personnel. One person can only do so much. If a provider has an assistant or co-provider (husband & wife teams aren't unheard of) then they can have 4 infants. There is also something called a "small group center" which can also be run from home. The limit on that is 12 children, but I think they can't have infants at all and still require an assistant.
