This is BS. Planting cover crops late does not accomplish what they are intended to do which is absorb nutrients before the winter freeze. Planting them in November does not give them enough time to develop a root system to absorb the nutrients before the temperatures turn cold and the plant goes dormant. A fleecing of the taxpayer imo.
