will make a televised address on the pending war in the Middle East and the effects of the American economy and what HE is about to do?

will he address the full House and Senate? Maybe have the Joint Chiefs of Staff orders?

First they have to juice him up enough so at least some of the speech can be understood., and he doesn't fall down the steps either going in or leaving. I doubt he will meet in a joint session, I don't believe he could make it from the door of the Senate to the podium without his walker.
