I wouldn't be so sure about that. But I would guess that he was, for some reason, put in the position of having to walk the dog [in the rain] when he didn't want to and took his frustrations out on the pup. No surprise the dog did not want to follow him; before they enter the woods, you can see the puppy cowering from the guy. Stupid people are everywhere.

OMG! It's a good thing I wasn't there. Someone would have to send me some bail money because I would have kicked that SOB's a**!! Looks like it was in a park somewhere.
