Dogs living on a chain

Does anyone know the "rules" for dogs living outside on a chain? I dont even know if there are any rules about it but it just upsets me, my fiance lives in VA and up the road from where he lives there is a dog tied to the dog house literally 24/7 with maybe a 10' chain. Im not opposed to some dogs living outside, I know everyone has their own views on how dogs should live, mine sleeps in bed with us every night, hes small so it works out! If I die I want to come back as one of my dogs! But anyway, I just want to know if its something worth calling humane society on, or if Im just crazy. Thanks

Personally, I don't think ANY dog should ever have to live on a chain! I have seen first hand the difference in a dogs personality living on a chain and then having their "own" yard. Yet, I don't think there are any rules or laws/mandates on it in MD. VA is probably no different but you could check on it! Unless the dog is being deprived in some way... i.e. no water, no food, no shelter, I'm not sure it could be reportable? :shrug:
I guess you could make a call to your local humane society for them to make a note on it and possibly check it out!

On my way to and from Kckay's on Hollywood Rd. There is a dog that is chained (you can see the circle it runs) I so want want to stop and ask them why they have an animal that deserves this type of life! I SO want to stop and hand out our SHR card!

People who have dogs should at the very least have a size-appropriate pen for them to run around; with some kind of doghouse (shelter, of course); again, size-appropriate, if they insist on leaving the animal outside; which to me is a certain degree of abuse. When I was growing up, my parents' house had an attached garage; now the family room; where our (actually Mom's) dog would sleep. She had a doghouse w/ blankets in it. Later though, M&D let her in the house. She never slept on the furniture, but she wasn't sleeping on cold concrete or outside in the weather either.

Now; years later; I have a cat, who runs my house.

I think she's referring to the conditions upon which a dog is left outside. If my dog could she would be outside all the time too and my cats, but I don't want them wandering the hood because I don't have a fence.

Does the dog look sick? Maybe too thin? Does it have shelter, fresh water/food?

My neighbor's dog is on a chain when its outside - not sure why as the yard is fenced. Maybe they just take extra precautions. :shrug:

It doesn't read that way to me. It looks to me like they think leaving the dog outside is a "certain degree of abuse", but if you insist on leaving them outside, they should have x, y, and z.

I can't speak for her, but I know how I took it. I don't believe it to be abuse but I do agree that if you do, they should have shelter, food, and water.

I would like to know if there is a law on the length of the chain. I had a dog that would jump my 6 foot fence. She would sit on top of it looking for squirals lol. I installed a runner from one end of the yard to the other so she could run the whole length of the yard. She slept and ate inside in case you were wondering.

thanks for replying everyone. i cant really tell if the dog always has fresh water or food. the chain he lives on is very short. he doesnt look skinny BUT he has pretty long mangy hair so i cant really tell. he looks like a shepherd mix. he does have a little dog house, to which hes tied to. thanks again for everyones concern! ill give humane society a call to see if they can at least go check the situation out!

:hot:tie! No the dog doesn't look sick or under fed. She/he has shelter. A dog pen. But damn it gets cold at night and his/her chain can't be more then 10' to go round and round. This dog is out seems like 24/7!
