You mean - if you live on a flood plain - and - a flood happens?

You mean - you live on an earthquake fault - and you have an earthquake?

Or a drought? Or a wildfire? Or a mudslide? Or a tornado?

If you live in an area where these things not only happen but are relatively common occurrences and make no provision for it happening, you're pretty damned stupid.

I wouldn't worry about tsunamis in Kansas or blizzards in Death Valley - but anyone should prepare for something likely to happen.
