Ruger SR22 is nice
Ruger SP101® Double-Action Revolver Models
The SR22 mention in the previous post is a nice gun, but if you are set on a double action revolver, the above link should fit the bill IMO.

Smith & Wesson but you don't need the best one ever produced.
Just about ANY modern .22 revolver will ne accurate and reliable.
You can get one with an additional cylinder for .22 magnum

Mine will be over $400 after FFL fees in such. Have you priced guns recently?
If your set on DA; S&W model 18 (used only) the 617 and 17 are good choices also.
otherwise, heritage is making some nice six guns that are reasonably priced.

Depending on size, a S/W Model 34, sometimes called the kit gun is a great little plinker!!!!
S/W Model 617's are nice as well, just more of a full size frame.
If you get a chance to actually handle a few, try dry firing them first.
Ruger SP-101 has a pretty stiff double action pull and the Taurus, in the same size frame as the SP-101 is beyond terrible!!!!!
In comparison, the kit gun in the same size has a great trigger pull in both double and single action.
Fair to say they are all pretty good in single action but if you said he was more interested in double actions.
