Easy way to crop a photo.......

I have several programs that can crop photos, but what I want is one that can easily turn a photo with an aspect ratio of 3:2 or 4:3 to a wide screen 16:9 by just moving a box up or down while maintaining the original pixel width of the picture.

Sounds easy enough.

Anyone have any ideas?
