Interesting quote. For the latter of Mr. Einstein's thoughts on what governments owe their power to (he's inaccurate for the two options, but that's a whole different line of discussion), he is implying that the will of the masses is not in and of itself an expression of the moral elements of a nation. I wonder what he would have thought the moral elements of the nation, if not the will of the majority.
