Eminent Domain Amendment?

I was walking by a newstand today and the headline on USA today was something about laws aimed at reining in eminent domain.

That got me to thinkin'...
Why haven't we seen Congress or the President act to pass a Constitutional Amendment that would elaborate or clarify what is acceptable for eminent domain? They would clearly have public support.

I'm not talking about Acts and Bills and Laws.. whatever...
I'm talking about an Amendment to the Constitution of the United States of America. :patriot:

I wouldn't support that. It is a state issue. Any amendment that would remove state's rights would not get my vote.

Why another amendment that isn't good enough to protect one's property like the 5th Amendment was intended?

It's those "public use" and "just compensation" parts that throw them for a loop.
