It's a restaurant.
Empanadas are hit and miss around here (as in not always on the shelves).
But try Don Miguel if you see it.

There's also sometimes the Goya brand. I've seen the frozen beef empanadas (which I haven't tried) and the frozen discos, so you can make your own stuffing.
