Exodus 16:6 So Moses and Aaron said to all the Israelites, “In the evening you will know that it was the Lord who brought you out of Egypt, 7 and in the morning you will see the glory of the Lord, because he has heard your grumbling against him. Who are we, that you should grumble against us?” 8 Moses also said, “You will know that it was the Lord when he gives you meat to eat in the evening and all the bread you want in the morning, because he has heard your grumbling against him. Who are we? You are not grumbling against us, but against the Lord.”
Moses wasn't in control. Neither was Aaron. All the miracles, all the plagues, walking across the sea on dry land, the drowning of the Egyptian army, and the sweetening of the water, were directly from God. Still, the Isrealites blamed Moses and Aaron for every little thing, like they could do something about it. I have to concede that Moses and Aaron were the middlemen. No other Isrealites at the time had spoken with God. And of course, they were the physical representatives of God, so who else were the people supposed to complain to.
I think the point here is the Isrealites were complaining about things that hadn't happened yet. They were only a few weeks out into the desert. They had flocks and provisions with them. They weren't starving.

After all the miracles they had seen they appear still to suppose that their being brought out of Egypt was the work of Moses and Aaron; for though the miracles they had already seen were convincing for the time, yet as soon as they had passed by they relapsed into their former infidelity. God therefore saw it necessary to give them a daily miracle in the fall of the manna, that they might have the proof if his Divine interposition constantly before their eyes. Thus they knew that Jehovah had brought them out, and that it was not the act of Moses and Aaron.
Once, while I was teaching the children's Sunday School, I took the children outside. The lesson that morning was about believing. The kids just weren't getting it. They were antsy and just didn't get the picture.... so I took them outside. It was spring and the flowers were in bloom. I instructed them to find me two flowers that were exactly the same. Of course they couldn't do it. I told them that's because God provides the flowers and God makes them all unique.
Manna must have been like flower pedals or snow flakes. Each one was uniquely fashioned and each fell from heaven. Each had a time it was freshest and each had a time it was on the turn. Add more miracles to the list. God is in control.
