I'm not sure the article is propaganda. I'm not sure what it is. After reading it five times, I fail to see the point.

Yes, most countries laws don't support beheading people, especially without a trial and conviction. Although what constitutes a trial in many of these countries is a very big area for debate. But then, what person ever thought these people follow any laws but their own?
