And then there are the hooptymobiles driving around with broken/missing lights, missing mirrors, the hood tied down with a rope, bald tires, broken windshields, plates in the rear window and on the dashboard, and a host of other issues. I have seen the popo sitting next to them at a light and doing nothing.

I spend good money to keep my vehicles legal and safe and it pi$$es me off to see these POS's on the road. I'll bet most of them have no insurance and expired registrations too. But dey gots da $2500 boom boom goin' and rollin' on $3000 22's.

In Virginia, vehicle inspections are required every twelve months and also when being retitled. I think "farm use" vehicles get a pass, but still see a lot of them on the roads.

Yep but just because they are required doesn't mean they are current. Look in any store parking lot in VA and you'll be surprised how many expire inspection stickers you will see. As for farm use plates, VA is revamping they way farmers get them. Soon they will be issued a numbered plate by DMV and require a minimum liability policy for a $15 fee. This is due to people abusing the farm plate program as a way to beat the system (fact: many abusers are not farmers!).

I have seen ads in the past on the local FB marketplace from people offering to give registrations to any vehicle for a flat $150 fee. Private individual. I can only guess they were mass producing paper tags. Pretty stupid to advertise publicly though.

At least VA will set up units slowing down traffic to check .... Inspection is also tied to taxes

Pretty sure it has been several MONTHS at least since the MVA started taking registration fees after the COVID freeze. Really no excuse for people to be "expired" at this point.
Personally, I believe that people think that they can ride things out as long as possible to save money and when they go to register for new tags, the MVA will be like "Well, we will just start you off with a new deal today" and I am betting that is NOT the case. It will be more like "You owe $XXX for your registration and, by the way, see you in 2 months for another $XXX!"

Remember that until recently that most, if not all, transactions at MVA were suspended. While you still could renew tags on-line it wasn't required and people could wait to do that, as well as renew their driver's license, until the Covid State of Emergency ended. So it's not surprising that many people just haven't renewed their tags yet (and an incredible number somehow also forget to to do it. I don't know what that says about them).

Now, the suspension of renewal requirement didn't really stop Calvert's Finest from stopping people and impounding their vehicles even during the aforementioned State of Emergency. Then again, they also were stopping people to check their travel papers for a few days at the beginning of the stay at home order.

Look around. Remember that half the people you see have a below average IQ, then add the number of people who just don't pay attention to things that need done.

multiplied by people who video every police contact, times the number of police people who will be fired if they say one bad word and voila....anarchy!!
