I think the kids need semi-annual exams to check for sexual abuse.. they certainly aren't his biological kids, but now he has his own "stable" in his home to choose from...

I seem to remember in that documentary Bashir did, they had said the boy with the blonde hair had dark roots, so they presumed his hair was bleached.
