State Police Fatal Motor Vehicle Collision

On February 16, 2019 at approximately 0955 hours, the Maryland State Police Golden Ring Barrack dispatched officers to the above location for a motor vehicle collision involving a struck pedestrian. The preliminary investigation revealed the following information:

Kennedy Sooklal’s, of Reisterstown Maryland, Toyota Tundra pick-up became disabled on the right shoulder of Interstate 795 near McDonogh Road, Garrison, MD after suffering a rear passenger flat tire (right rear). While performing a tire change as a pedestrian, Sooklal was struck by a 2015 Honda Civic which had lost control and left the roadway. The pedestrian/Sooklal was transported Siani Trauma center where he was pronounced dead at approximately 1049 hours. His wife Susani Sooklal was notified on the scene of the collision at approximately 1100 hours.
According to witness(s), the Honda Civic was traveling at a high rate of speed just before the collision and appeared to be involved in a speed contest with a black Honda Accord/Civic. The red Honda Civic, operated by Carlos Daniel Gonzales-Rabines of Windsor Mill, lost control and left the roadway where it struck Sooklal and later became disabled after striking an embankment. The driver Gonzales-Rabines was arrested on scene and held pending interrogation and consultation with the States Attorney’s Office. The driver of the unidentified black Honda Accord/Civic left the scene of the crash. The cause of the collision is still under investigation but appears speed related.
