Attorney General Fatal Officer-Involved Shooting in Towson Under Investigation

BALTIMORE, MD (June 5, 2022) –The Independent Investigations Division of the Office of the Attorney General is investigating a fatal officer-involved shooting that occurred in the 500 block of Virginia Avenue in Towson Saturday night.

On June 4, at approximately 8:40 p.m., officers with the Baltimore County Police Department responded to an apartment complex on Virginia Avenue for the report of an unknown trouble. When officers arrived on scene, they heard gunshots coming from inside the building. The officers entered the building and proceeded to the apartment floor provided by the 911 caller.

Once on the floor, officers identified the apartment where the unknown trouble was reported to have occurred and knocked on the door. An adult male answered the door armed with a handgun and pointed it at officers. The man and three officers exchanged gunfire. The man was struck and pronounced dead on scene. One officer suffered a gunshot wound and was taken to a local hospital with non-life-threatening injuries. An adult female was located inside the apartment suffering from gunshot wounds and was taken to a local hospital in critical condition.

The Independent Investigations Division will generally release the name of the decedent and involved officers within 48 hours of the incident, though that period may be extended if there is a specific reason to believe that an officer’s safety is at risk.

The body-worn cameras of the involved officers were active during the incident. The Independent Investigations Division will generally release body camera footage within 14 days of an incident. There may be situations where more than 14 days is necessary, including if investigators need more time to complete witness interviews, if there are technical delays caused by the need to shield the identities of civilian witnesses, or to allow family members to view the video before it is released to the public.

Decedent and Officers Identified in Fatal Officer-Involved Shooting in Towson

BALTIMORE, MD (June 7, 2022) –
The Independent Investigations Division of the Office of the Attorney General has identified the decedent and involved officers in the fatal officer-involved shooting that occurred on June 4 in Towson, Maryland.

The decedent has been identified as 66-year-old Joseph Robert Henry Thompson, of Towson, Maryland. The involved officers have been identified as Officer S. Johnson, a 16-year veteran; Officer C. Klapha, a 4-year veteran; and Officer R. Fitzgerald, a 3.5-year veteran. The officers are all assigned to the Operations Bureau with the Baltimore County Police Department.

Body-Worn Camera Footage from Fatal Police-Involved Shooting in Towson Released

BALTIMORE, MD (June 30, 2022) –
The Independent Investigations Division of the Office of the Attorney General today released the body-worn camera footage from the fatal police-involved shooting that occurred on June 4, 2022, in Towson, Maryland. The decedent was identified as 66-year-old Joseph Robert Henry Thompson, of Towson.

The IID will generally release body-worn camera and dashboard camera footage within 14 days of an incident. The release of the body-worn camera footage in this incident was delayed to ensure witness interviews were not compromised by their viewing of external evidence.

Investigative Report Released for June 2022 Fatal Officer-Involved Shooting in Towson

BALTIMORE, MD (February 14, 2023)
– The Independent Investigations Division (IID) of the Office of the Attorney General today released its investigative report of the June 4, 2022, fatal officer-involved shooting in Baltimore County.

On June 4, 2022, officers with the Baltimore County Police Department responded to an apartment complex in the 500 block of Virginia Avenue in Towson for the report of an unknown trouble. When officers arrived on scene, they heard gunshots coming from inside the building. The officers entered the building and proceeded to the 11th floor, which is where the 911 caller reported the trouble taking place. Once on the floor, officers identified the apartment where the disturbance was reported to have occurred and knocked on the door. An adult man, later identified as Joseph Robert Thompson, answered the door armed with a handgun. Mr. Thompson immediately stepped through the doorway, raised his gun toward officers and fired. Officers Scott Johnson, Cody Klapka, and Robert Fitzgerald returned fire striking Mr. Thompson. Mr. Thompson died on the scene. One officer suffered a gunshot wound to the hand and was taken to a local hospital with non-life-threatening injuries. Officers also found an adult woman inside the apartment suffering from gunshot wounds; she was taken to a local hospital and later released. Investigators later determined that the woman was shot by Mr. Thompson.

The IID concluded its investigation on December 22, 2022, and forwarded its investigative report to the Baltimore County State’s Attorney’s Office on December 27, 2022. The Baltimore County State’s Attorney’s Office notified the IID on January 13, 2023, of its decision not to prosecute the case.

The IID’s report contains detailed investigative findings and an analysis of relevant legal issues. Because the Baltimore County State’s Attorney’s Office—not the IID—retains prosecution authority in this case, the report does not make any recommendations as to whether any individual should or should not be charged. By law, the IID’s report must remain confidential until any related prosecution is completed or the State’s Attorney’s Office declines to prosecute. If the local State’s Attorney decides to prosecute the matter, the IID will release the report, with appropriate redactions for confidentiality, within 30 days of a final judgment of all defendants in the case. If the local State’s Attorney declines to prosecute, the IID will release the report, with appropriate redactions for confidentiality, within 30 days of that determination.
