federal vendor payments

A friend received a Notice of Intent to Offset from the State of Maryland and a notice about federal vendor payments. It's not 100% clear to me which payments the government can take from you. I'm almost certain it has something to do with the DMV as he (the friend) has racked up a couple thousand dollars owed to them through a Central Collection Unit. He doesn't work for the government and isn't a government contractor, so through what source might they attempt to recover their money. Anyone familiar with this? He's been kind of stubborn paying and fines keep adding up, but I think he's getting worried now and might actually do something about it. Thanks

State tax returns, financial aid disbursements from the University system, etc. Anything that is paid through the comptroller.
 
OK, so nothing federal, but if they've already been garnishing his state taxes for the past few years, I don't know what more they could find to take. If he's in the union with a private company, owns nothing, would there be anything else I'm not thinking about. I can't believe they haven't taken his driving license away. All costs were DMV related. That would be an incentive to pay up.
