While this search was managed from the Maryland side of the river, it involved a number of creeks that are Virginia waters. Depending on where they ended up finding him, the press release may come from the other side of the river.
As for the folks in Florida, that's all very unfortunate. The coordinates I could find for the reef are about 12 statute miles from Cape Canaveral (16 miles from the breakwater at Port Canaveral). The boat they took was from what I can gather a 24ft single engine center console. I suspect that that's pretty normal operation in that area, still I would want to have an epirb (satellite distress beacon) and survival equipment to go off-shore like that. The debris that has been found was 50 miles off-shore, but that's probably just due to the direction of the gulfstream in that area and doesn't indicate that they ventured that far out.
