His statements indicate he has learned from history and doesn't want to repeat it. Forward thinking, and thinking of the safety of his Marines in addition to accomplishing the mission.

Policy is determined by civilians, btw.

That's because he's a coward who couldn't pass the physical if he did have the nads to join.
