Please help me before I start bouncing my head off of the desk.

I am looking for a program that will design a lighting layout and give me lumens/foot candles at the floor from a 30 foot ceiling height

30 feet is a high ceiling. You're going to need powerful downlights or a lot of pendant lights

I need 20 FC over a pool surface to meet health dept requirements
I have intentions of installing 45 of 150 ICE lamps in a Lithonia product.

The IES data was initially designed by a rep at Columbia lighting.
However, I want to incorporate some changes, but need to cover my azz on lumens so the inspector from the Health Dept will still pass it.

There is additional lighting on the walls to help cover dark areas
and needless to say that the "reflectances" are greater surrounding water
