Free kitty

A couple months ago I took in a 4 yr old neutered male cat. Unfortunately he is declawed and an outdoor cat. He was getting along fine in our barn, living in our office at night and out during the day to hang out with me. It took a while for him to get used to the couple of dogs but finally they accepted each other. One day though a couple dogs who are not usually at the barn were out and chased him to our neighbor's house. I looked all over for him and could not find him for a week. He was at the neighbors eating tuna and canned food, and did not want to come home. The neighbor was appaled that he had no front claws and is an outdoor cat. Now I do not agree with declawing an outdoor cat either, but I think he started as an indoor kitty and decided to be an outdoor cat. We have tried taking him indoor and he does not like it at all. Meows at the top of his lungs to get out and will slip out the moment the door is cracked.
Anyway, the problem is that he keeps going back to the neighbors and now we have to keep him shut up in our office, which he hates. The neighbors do not want him or I would let him stay there. I love this cat, would love to keep him, but I want him to be happy. It upsets the neighbor that he keeps getting out and back to her house with his declawedness. I promised her I would try to find him a home, or a solution. I do not live at the farm. I can not bring him home with me, my other cat would likely maul him, and he would not be happy in our house and would get out and I'm afraid he would get lost in our busy little community or hit on the road.
Anyone have any ideas? Or does anyone want to take him home? He is such a nice cat. Very friendly. When he decides to not venture to the neighbors he follows me around the barn talking to me. He is a beautiful color off white with orangey points. The neighbor says he is a variation of siamese. He has lovely blue eyes.
