That's been cyclical at least since I first was stationed there in the early '70s.

What they don't tell you is that American citizens are not allowed to own property in Mexico. Only Mexican citizens may own; everyone else has to do a long-term lease, AND the Mexican government may rescind that lease at any time. I've seen it happen a few times over the decades.

Yea, that's not true. My college roommate lives in a place that he owns in Puebla. He is a US citizen. There are restrictions - areas where foreigners cannot own, like a certain distance from borders or some such, don't know the precise parameters. There is plenty of land that doesn't fall in that restricted region.

I think it's awful of Americans going to a Mexican neighborhood, giving Mexicans jobs and spending their money there and raising the standard of living. Just awful.
