Yeah, seems that the head of Raptor production was covering issues with production rate. So now, however slight, there's a program risk that if all forces align, there are not enough Raptors made fast enough to finish the test program in time to get sufficient Stalinks launched to keep the money train flowing. Falcon could possibly get enough Starlinks launched to keep the FAA at bay, but there's a cost there to pump up the Flacon program to make the much higher launch cadence.
