I know these guys have been around for a long time, pretty sure I was told about the scam before the turn of the century. And yet I have been to rome and paris more than once since then and never approached. I think maybe I look too scruffy/poor to be a good target.

Yeah, my 5'8" butt was taken out in Olongapo in 1987 by my inflight tech, a 6'2" biker type from Ohio. Showed how to handle such types, including the shoe shine kids.
