Appoints Delegates in Anne Arundel, Prince George’s Counties

Appoints Queen Anne’s School Board Member
ANNAPOLIS, MD—Governor Larry Hogan today announced the following appointments:
“I am pleased to appoint these distinguished Marylanders to serve in their positions across state government,” said Governor Hogan. “These qualified individuals will fill important roles and functions, and I am confident they will serve our citizens well.”
Rachel Muñoz is an attorney with Schulte Booth, LLC, specializing in aviation law and is working toward her private pilot’s license. She holds a B.A. from University of Maryland, College Park and is a graduate of the University of Maryland School of Law. She succeeds Delegate Michael Malone, who was recently appointed to the Circuit Court for Anne Arundel County.
Faye Martin Howell worked for the U.S. Environmental Protection Agency for more than 30 years before her retirement. She previously worked as a mathematics teacher for Prince George’s County Public Schools. She is a lifelong resident of District 24 and is an active volunteer in her community. She succeeds former Delegate Erek Barron, who was appointed as U.S. Attorney for the District of Maryland.
Kathleen English is a principal with the firm of Puhala & English, PA, with a focus on criminal defense. Prior to starting her own law firm, she served as an assistant state’s attorney in Carroll and Frederick counties. In the Frederick County State’s Attorney’s Office, she served as chief of the District Court in the juvenile and child support divisions and as an attorney in the narcotics unit. English has also served on the City of Frederick’s Labor Relations Panel since 2019, where she adjudicates Frederick City police officer appeals. She obtained her J.D. from the College of William & Mary Marshall-Wythe School of Law and her B.A. from James Madison University.
Shannon Long Bent is an experienced program and operations manager with more than 20 years experience in system engineering, operations management, and program management. She is currently a program manager at Engineering Solutions, Inc and previously worked at Northrop Grumman, where she held various positions. Bent is the mother of a recent graduate of Queen Anne’s Public Schools. She graduated with a Bachelor of Science from University of Maryland University College, and an Executive Master of Business Administration from the Robert H. Smith School of Business at the University of Maryland, College Park.
