Fills Vacancies in Montgomery County District Court, Carroll County Circuit Court

ANNAPOLIS, MD—Governor Larry Hogan today announced he has selected Victor Del Pino as judicial appointee for the Montgomery County District Court and Richard Roger Titus as judicial appointee for the Carroll County Circuit Court. The governor made the appointments after interviewing nominees submitted by the respective nominating commissions.

“The appointment of qualified individuals to serve across our state’s justice system is paramount to upholding our responsibilities to the people of Maryland and the rule of law,” said Governor Hogan. “I have confidence that Mr. Titus and Mr. Del Pino will be strong advocates for the law and will serve the citizens of Carroll County and Montgomery County admirably.”

Victor Manuel Del Pino has been a partner with the firm of McGann, Del Pino and Hughes, LLC since 2010, concentrating in criminal law and immigration law. Prior to this position, he served for more than five years as a prosecutor in Montgomery County. During that time, he spent 18 months as the chief of the Gang Prosecution Unit. He received his B.A. from Virginia Wesleyan University and his J.D. from the University of Baltimore School of Law.

Richard Roger

Titus has practiced law for 28 years. He is a principal in the law firm of Hollman, Maguire, Titus, Korzenewski & Luzuriaga, Chtd., practicing civil litigation. He also performs estate planning and business planning and formation. Titus graduated from the University of Baltimore School of Law in 1990, and previously clerked for Judge James S. McAuliffe, Jr., Montgomery County Circuit Court, and Judge Raymond E. Beck, Sr., Carroll County Circuit Court.
