Names Former U.S. Attorney Robert K. Hur to Lead Statewide Effort
ANNAPOLIS, MD—Governor Larry Hogan today announced the formation of a statewide workgroup charged with developing strategies, recommendations, and actions to address the rise in violence and discrimination targeting the Asian American community. He has named former U.S. Attorney for the District of Maryland Robert K. Hur to chair the workgroup and spearhead this effort.
“This workgroup, one of the first of its kind in the country, will be composed of a wide ranging group of experts and advocates across various disciplines who will be tasked with developing recommendations, strategies, and additional actions that can be taken to address this rise in anti-Asian activity, to prevent acts of violence, and to support victims and witnesses,” said Governor Hogan. “Rob Hur is a strong advocate for justice and for the Asian American community. I want to thank him for all his many years of service to the State of Maryland and to the nation, and we very much appreciate his willingness to share his significant expertise, knowledge, and leadership by spearheading this important effort.”
Formation of the workgroup comes amid a national rise in hate crimes against Asian Americans: In 2020, hate crimes in America’s largest cities declined overall by 7%, while hate crimes targeting Asians rose by nearly 150%. In Maryland, hate crimes targeting Asian Americans have more than doubled since 2018.
“As an Asian American, I’m grateful to Governor Hogan and the First Lady for focusing attention on the important issues of bias and violence against members of Asian American communities in our nation, and I’m thankful for the opportunity to be part of the solution,” said Hur. “Conversations about subjects like race and racism can be extraordinarily awkward and difficult. But awkward and difficult and honest conversations are the only way to solve big and painful problems in our society.”
Made up of experts across various disciplines, this advisory group will engage in a robust analysis and discussion process and will issue recommendations for concrete operational measures that the Hogan administration can enact. Areas of assessment may include but are not limited to: law enforcement strategies, prosecutorial strategies, witness outreach and protection, victims’ services, business community engagement, and advocacy community engagement. Policymaking areas of emphasis may include but are not limited to: executive action, regulatory action, and legislative action.
As chair, Hur will oversee the selection of members of the workgroup in conjunction with the governor’s office and relevant stakeholders. Additional members will be announced in the coming weeks.
Last month, after touring Asian-owned businesses in Ellicott City, Governor Hogan announced that he was directing state law enforcement officials to increase enhanced visibility patrols. He encouraged victims and witnesses to report incidents to the state’s Hate Crimes Hotline (1-866-481-8361), urged Congress to pass legislation to improve and expand the reporting of hate crimes, and called on federal and state prosecutors to more aggressively investigate alleged hate crimes.
In addition, Governor Hogan penned an op-ed for The Atlantic with Dr. Lanhee J. Chen of the Hoover Institution, and First Lady Yumi Hogan has written a testimonial about her own experiences for CNN.
Biography of Robert K. Hur
Robert K. Hur is a partner in the Washington, D.C. office of Gibson, Dunn & Crutcher. He is a member of the firm’s White Collar Defense and Investigations Practice Group, the Crisis Management Practice Group, and the National Security Practice Group.
Prior to joining Gibson Dunn, Hur served as the 48th U.S. Attorney for the District of Maryland. Presidentially appointed and unanimously confirmed by the U.S. Senate, he served from 2018 to 2021 as the chief federal law enforcement officer in Maryland, setting strategic priorities for and supervising one of the largest and busiest U.S. Attorney’s Offices in the nation. During his tenure as U.S. Attorney, the office handled numerous high profile matters including those involving national security, cybercrime, public corruption, and financial fraud.
Before serving as U.S. Attorney, Hur served as the Principal Associate Deputy Attorney General with the U.S. Department of Justice in Washington, D.C. from 2017 to 2018. In the position of “PADAG,” Hur was a member of the department’s senior leadership team and the principal counselor to Deputy Attorney General Rod J. Rosenstein, assisting him with oversight of all components of the department including the National Security, Civil, Criminal, and Antitrust Divisions, all 93 U.S. Attorney’s Offices, and the Federal Bureau of Investigation. He also liaised regularly on behalf of the Justice Department with the White House, Congressional committees, and federal intelligence, enforcement, and regulatory agencies.
